Local Government Secretary Jesse Robredo handed the award to Mayor
Annaliza Gonzales-Kwan during the “Tapatan on Disaster Preparedness and Climate
Change Adaptation: Call to Action” at the DPWH Multi-purpose Halll in Palo,
Leyte.
Sec. Robredo said Guiuan is the only one of the local government units in the Eastern Samar province that performed well in the areas of good planning, sound fiscal management, transparency and accountability and valuing performance management.
Every town or city that has the seal of good housekeeping can
claim “Matino Ako,” said Robredo in his speech delivered during a meeting in
Palo.
The seal of good housekeeping is among the requirements needed by
the Department of Finance and the monetary board before a local government unit
can borrow money from government financial institutions.
Aside from the plaque, Guiuan municipal government also received
P1 million as local government support fund.
During the commemorative program of 114th Independence
Day celebration attended by the department heads, section heads, employees and
barangay officials, Mayor Kwan said “With all humility allow me to inform you,
that your mayor is doing his best for the welfare of all Guiuananons.”
As proof of his accomplishment in eight years, Mayor Kwan
said the city was awarded the seal of good housekeeping.
He said the P1 million prize will fund the town’s priority
projects, such as the sanitation project for Barangay 6 that would benefit
